The Organization of Supreme Audit Institutions of the Community of Portuguese Speaking Countries (OISC/CPLP) held the 5th Seminar on “The United Nations 2030 Agenda for Sustainable Development - The Role of Court of Auditors” in Funchal-Madeira, Portugal from 14 to 16 September. The Commissioner of Audit, Ho Veng On, on behalf of the Commission of Audit of Macao SAR Government, attended the seminar as an observer, and presented a paper entitled “The role of audit institutions in the 2030 agenda for sustainable development”.

At the invitation of China Audit Society, the Commission of Audit of Macau (CA) sent a delegation to Taipei to participate the “Cross-Straits, Hong Kong and Macau Audit Theories and Practices Conference 2017" from 28 August to 1 September, and presented papers on the relative topics.

The opening ceremony of the 2017 Audit Seminar for SAIs along the “Belt and Road Routes”, organized by the China National Audit Office (CNAO), was held on 5 June in Nanjing. There were 39 audit officers from 17 countries and regions attending the seminar. The Director of the Commissioner of Audit’s Office, Ho Wai Heng, and the Director of Audit Bureau, Neoh Hwai Beng, were invited to participate, in order to have an overview of China’s economic and social development and government audit, as well as exchange opinions with other participants.

From 28 to 29 December 2016, at the invitation of China Society of Audit, the Director of Audit Bureau of Commission of Audit of Macau (CA), Neoh Hwai Beng, led a delegation to participate in the “Cross-Strait, Hong Kong and Macau Audit Theory and Practice Seminar 2016" held in Zhengzhou, the city of Henan province. A total of 18 experts and scholars attended this seminar and shared their views. Macau delegation presented three papers according to the topics of the seminar.

At the invitation of China National Audit Office (CNAO), the Commissioner of Audit, Ho Veng On, as a member of China Delegation headed to Abu Dhabi, the capital of the United Arab Emirates (UAE), to attend the XXII Congress of International Organization of Supreme Audit Institutions (INTOSAI) from 5 to 11 December. During the congress, the Auditor General of CNAO, Liu Yiayi, hosted the 68th Meeting of the INTOSAI Governing Board, and delivered an opening speech and the chair’s report. As an outgoing chair, he reported the execution of responsibility for his 3-year term of office and the work of managing the operation of INTOSAI, and also handed over the INTOSAI gavel to the President of the UAE State Audit Institution, Harib Al Amimi.

In order to satisfy the requirement of audit work, and strengthen the audit staff’s understanding of global professional standards and their application, the Commission of Audit (CA) particularly invited Mr. Charles Fung, the Macau registered auditor and the retired partner of Pricewaterhouse Coopers, to deliver two training sessions about “International Financial Reporting Standards” on 14 November and 2 December. The attendance figures were over 100 in the two sessions.

The 9th General Assembly of the Supreme Audit Institutions of the Community of Portuguese Speaking Countries (OISC/CPLP) was held in the capital of Angola, Luanda, from 14 to 15 September 2016. The Commissioner of Audit, Ho Veng On, on behalf of the Commission of Audit of Macao SAR Government, attended the Assembly as an observer, and discussed the topics related to the theme of the Assembly: “The function of external control in the public financial management during the crisis” with representatives of the Supreme Audit Institutions from the countries of Angola, Brazil, Cape Verde, Guinea-Bissau, Mozambique, Portugal, Sao Tome and Principe, and East Timor.

At the invitation of the Commissioner of Audit of Macao, Ho Veng On, the Director General of Audit Office of Guangdong Province (AOGP), He Lijuan, visited the Commission of Audit (CA) this morning (on 26 August), and had a conference with CA staff to exchange views on issues, including the management of audit institution, the development of Computer-Aided audit and the personnel training.

The Auditor General of the China National Audit Office (CNAO) and the President of the International Organization of Supreme Audit Institutions (INTOSAI), Liu Jiayi, inspected the Commission of Audit of Macao (CA) in the afternoon of 7 June. He met with the Commissioner of Audit of Macao, Ho Veng On, and encouraged CA staff to adhere to principles, carry out the audit in accordance with law and become selfless and brave.

With the invitation of Macao SAR Government, the Auditor General of the China National Audit Office (CNAO) and the President of the International Organization of Supreme Audit Institutions (INTOSAI), Liu Jiayi, delivered a thematic lecture on “Promoting the Chinese government: How to fully play the role of national audit” at the International Convention Centre of the Macao East Asian Games Dome on 7 June. The lecture was hosted by the Commissioner of Audit of Macao, Ho Veng On, with more than 300 participants, including Chief Executive, Chui Sai On, Vice-Chairman of the National Committee of the Chinese People’s Political Consultative Conference, Ho Hau Wah, principal officials of Macao SAR Government, members of Executive Council, bureau officials, representatives of the National People’s Congress of the People’s Republic of China, members of the National Committee of the Chinese People’s Political Consultative Conference and members of the 4th Chief Executive Election Committee.

The Commission of Audit of Macau SAR particularly invited Mr. Charles Fung, the Macau registered auditor, the Fellow of the Association of Chartered Certified Accountants (ACCA) and the Hong Kong Institute of Certified Public Accountants (HKICPA), the honorary professor of Lee Shau Kee School of Business and Administration of the Open University of Hong Kong, and the retired partner of Pricewaterhouse Coopers, to deliver five training sessions about auditing expertise between February and March 2016, with a view to increasing the professional knowledge of its staff. The attendance of this four-day course was 210.

The Commissioner of Audit of Macau Special Administrative Region, Ho Veng On, led the delegation to Beijing on 17 March for an official visit with the Auditor General of the China National Audit Office (CNAO), Liu Jiayi. Both sides had a meeting to exchange views on various topics, such as assisting government in promoting the active role of audit work, discussing the optimization and update of Auditor Office (Macau version) and strengthening the technical training for the Commission of Audit (CA) staff.
