The Commission of Audit (CA) recently completed the upgrade and enhancement of the Auditor Office, and carried out the acceptance test with the support of the IT Center of China National Audit Office (CNAO) to ensure that the system can be put into operation. Besides, it held “Training Course for System Administrators”, “Training Course for Audit Project Administrators”, “Training Course for Financial Auditors” and “Training Course for non-Financial Auditors” for relevant staff in order to strengthen their ability to execute the actual accounting data and to further innovate and optimize the work procedures, thus actively promoting the construction of electronic governance in government audit work. The upgraded version of Auditor Office will be fully applied to financial audit work next year.

The Organization of Supreme Audit Institutions of the Community of Portuguese Speaking Countries (OISC/CPLP) held the first special video conference on the morning of 22 October (Brazil time) to celebrate its 25th anniversary.

From 25 to 29 November, the “Cross-Straits, Hong Kong and Macao Audit Theories and Practices Conference 2019" was held by the China Audit Society in Nantou, the city of Taiwan. The Director of Audit Bureau of the Commission of Audit of Macao, Neoh Hwai Beng, was invited to lead a delegation to attend the Conference, and the audit experts and representatives from Cross-Straits, Hong Kong and Macao also participated in the Conference.

At the invitation of the Portuguese Court of Auditors, the Commissioner of Audit of Macao Special Administrative Region, Ho Veng On, led a delegation to Lisbon last week to attend the 1st Joint Seminar of the European Organization of Supreme Audit Institutions (EUROSAI) and the African Organization of Supreme Audit Institutions (AFROSAI), and the celebration for the 170th anniversary of Portuguese Court of Auditors and the 630th anniversary of Casa dos Contos, which is the former of the Court.

The 6th Guangdong-Hong Kong-Macao Audit Forum 2019 hosted by the Audit Office of Guangdong Province was held in Huizhou, Guangdong Province on the 6th of this month. At the invitation of organizer, the Commissioner of Audit, Ho Veng On, led a delegation to attend the Forum, and exchanged opinions with the Inspector I of the International Cooperation Department of National Audit Office (Hong Kong, Macao and Taiwan Affairs Office), Zhou Wenhua, the Hong Kong Audit Director, Chu Nai Cheung and the Director General of the Audit Office of Guangdong Province, Lu Rongchun, on the topics around the contribution of audit in the development of the Greater Bay Area. The Mayor of Huizhou, Liu Ji, and the Deputy Director of Hong Kong and Macao Affairs Office of Guangdong Province, Huang Duanlian, attended the opening ceremony. A total of 120 representatives from the audit institutions of Guangdong, Hong Kong and Macao participated in this Forum.

At the invitation of China National Audit Office (CNAO), the Commissioner of Audit, Ho Veng On, as a member of China Delegation, headed to Moscow to attend the XXIII Congress of International Organization of Supreme Audit Institutions (INCOSAI) from 23 to 28 September. During the congress, he accompanied Auditor General of CNAO, Hu Zejun, to have a working meeting with the heads of national audit institutions and exchanged opinions on the management and development of audit institutions.

A delegation of more than 50 members from the Chinese University of Hong Kong Alumni Association in Macau (CUAAM) visited the Commission of Audit (CA) last Friday. During the visit, they listened to a presentation of audit culture to understand the principles of approval and management of an audit project, the work of monitoring and improving good governance.

The 6th Seminar of the Organization of Supreme Audit Institutions of the Community of Portuguese Speaking Countries (OISC/CPLP) was held in Praia, the capital of Cape Verde from 5 to 7 June. The Commissioner of Audit, Ho Veng On, on behalf of the Commission of Audit of Macao SAR Government (CA), attended the seminar as an observer. The theme of this seminar was “The improvement of Supreme Audit Institutions (SAI) and the public financial management as well as the 2030 Agenda: the benefits and challenges of the Public Financial Management Reporting Framework (PFM-RF)”. The President of the National Assembly of Cape Verde, Jorge Santos, attended the opening ceremony and delivered a speech.

The head of the Rui Barbosa Institute (RBI) of Brazil visited the Macao SAR Commission of Audit (CA) last week. The Commissioner of Audit, Ho Veng On met with the President of the institute, Ivan Bonilha, the Vice-President, Sebastião Helvecio and Mr. Algir Lorenzon; they exchanged views on the topics related to the development of the CA and the promotion of good governance.

On March 28th, The Secretary of the Leading Party Members' Group, Auditor General of the China National Audit Office (CNAO), Hu Zejun, led a delegation to visit the Commission of Audit of Macao (CA), met with the Commissioner of Audit, Ho Veng On, and had a discussion with the audit staff.

The President of Think Tank of United Citizen (TTUC), Si Ka Lun, along with the Vice President Chao Peng and the Director Anna Chan, visited the Commission of Audit (CA) on Monday to understand the audit aims and its general implementation. The Commissioner of Audit, Ho Veng On met with the delegation and transmitted topics on audit initiation, projects management, inspection and promotion of good governance of the public sector.

In order to strengthen the professional knowledge of the staff in construction works management and to raise the audit quality in that area, the Commission of Audit (CA) held a training course entitled "Theories and Practices of Construction Management" with the Macau Society of Registered Auditors (MSRA), which took place on the 21st and 22nd of February. The course was taught by Mr. Jiang Hongbin, a partner of PricewaterhouseCoppers Consulting (Shenzhen) Co., Ltd. in Beijing, and Ms. Lin Yue, senior manager of the company, in which they shared themes related to the risks of large projects of infrastructure. The course was attended by 40 CA staff and 8 people from the Land, Public Works and Transport Bureau, Infrastructure Development Office and Transportation Infrastructure Office.
