The Auditor General Liu Jiayi gave lecture in Macao

With the invitation of Macao SAR Government, the Auditor General of the China National Audit Office (CNAO) and the President of the International Organization of Supreme Audit Institutions (INTOSAI), Liu Jiayi, delivered a thematic lecture on “Promoting the Chinese government: How to fully play the role of national audit” at the International Convention Centre of the Macao East Asian Games Dome on 7 June. The lecture was hosted by the Commissioner of Audit of Macao, Ho Veng On, with more than 300 participants, including Chief Executive, Chui Sai On, Vice-Chairman of the National Committee of the Chinese People’s Political Consultative Conference, Ho Hau Wah, principal officials of Macao SAR Government, members of Executive Council, bureau officials, representatives of the National People’s Congress of the People’s Republic of China, members of the National Committee of the Chinese People’s Political Consultative Conference and members of the 4th Chief Executive Election Committee.

In the thematic lecture, Liu Jiayi mentioned that the development target of Supreme Audit Institutions (SAIs) in many countries and regions shows that the improvement of national governance is the unanimous voice of SAIs and the relative organizations of all countries and regions. United Nations encouraged member states to fulfill SAIs’ function in promoting effective governance. The XXI INTOSAI Congress adopted the “Beijing Declaration” which focuses on “national audit and national governance” and specifically sets the promotion of good governance as the mission and target of SAIs, providing an important basis and fundamental guidance for the future development trend, mission and target of SAIs. SAIs or audit organizations in all countries also pursue the self-worth by promoting good governance.

Liu Jiayi pointed out that following the demand of the Central Committee of the Communist Party of China and State Council, CNAO has executed its duty of supervision in accordance with the law and has strived to pursue the complete coverage of audit in the fields of public funds, state-owned assets, state-owned resources and the economic accountability of government officials in recent years, so it has achieved progress on further improving national governance. The measures are as follows: first, CNAO sets up effort to monitor the execution of important national policies and measures by continuous audit, so the policies and orders can be thoroughly staged. Second, it reinforces the economic accountability audit so as to strengthen the supervision and restriction on the exercise of power. Third, it reflects the fragile part and potential risk in the economic operation for safeguarding the national security. Fourth, it underpins the audit on significant livelihood funds and projects in order to guarantee the basic interests of the public. Fifth, it exposes the serious problem of violation of discipline and law, fights against and prevents the corruption. Sixth, it vigorously boosts the innovation in systems and mechanisms, and further deepens the reforms.

Liu Jiayi also introduced the targets for national audit work during the period of the 13th Five-Year Plan: the public funds, state-owned assets, state-owned resources and the economic accountability of government officials should be placed under auditing while ensuring the establishment of a full-coverage audit system, a rigorous audit process and a strict accountability system.

In addition, reviewing the past years, Liu Jiayi expressed that the Commission of Audit of Macao (CA) has maintained a cordial partnership with CNAO. The Commissioner of Audit, Ho Veng On, led the delegation to CNAO many times and both sides had a thorough discussion on how to play the role of audit. Liu Jiayi believed that CNAO will make every effort to support and assist CA work, as long as the work is beneficial to Macao government and Macao audit. He emphasized that facing the new development situation and working challenge, if we affirm our belief and fully perform our duty, we will overcome the adversity and fulfill the important function of national audit in the promotion and improvement of national governance, in order to make contribution to achieving the Chinese Dream of the rejuvenation of the Chinese nation.
