Commissioner of Audit, Ho Veng On, visited China National Audit Office

The Commissioner of Audit of Macau Special Administrative Region, Ho Veng On, led the delegation to Beijing on 17 March for an official visit with the Auditor General of the China National Audit Office (CNAO), Liu Jiayi. Both sides had a meeting to exchange views on various topics, such as assisting government in promoting the active role of audit work, discussing the optimization and update of Auditor Office (Macau version) and strengthening the technical training for the Commission of Audit (CA) staff.

Firstly, Ho Veng On expressed gratitude to CNAO for the support in providing CA staff with the valuable learning and internship opportunity, and vigorously assisting CA in developing the computer-aided audit software designed for the government audit since 2010 which has commenced the construction of audit informatization of SAR government in order, and has vastly increased the effectiveness and accuracy of audit. In the meeting, Ho Veng On briefly introduced the work of CA in recent years. In order to enhance civil servants’ understanding of the importance of audit work, CA plans to organize a large-scale seminar, in which presents the concept of promoting good governance by audit and its concrete measures to officials, and Ho Veng On hoped that CNAO can give support in the seminar and share their experiences. He also explained that after many years of development and exploration, CA should not only perform the audit responsibility, but more importantly, help auditees face their problems, keep the overall interests of government in mind and understand the legitimacy and the positive contributions of audit. Besides, CA should promote each department the understanding of the spirit of “Administrative supervision will be strengthened, and the whole government system will be placed under auditing” mentioned by Chinese Premier in the government work report, with a view to building a consensus and fostering integrity in government.

Liu Jiayi agreed that the excellent audit work can accelerate the progress of administrative reform and enhance government performance. He said that CNAO will continuously provide support to CA work, such as training auditors, assisting in computer-aided audit and further promoting the audit work, can proceed as the agreed plan. He also expressed that CNAO will give full support to CA, as long as the provided support is beneficial to Macau government.

Ho Veng On subsequently met with the Deputy Auditor General of CNAO, Sun Baohou, the Deputy Director of the Computer Technology Center, Yang Li and the Deputy Director of the Hong Kong, Macao and Taiwan Affairs Office, Jiang Haiying. During the meeting, they discussed how to deepen cooperation in a wide range of issues, including auditor training, and had a preliminary discussion on the requirements and details of cooperation on the reorganization and further development of audit software, responding the future amendment of related law and the consequential change in the objective code.

Ho Veng On and the delegation also met with the Deputy Director, Wang Zhimin during their visit to the Hong Kong and Macao Affairs Office of the State Council, and introduced CA current work and the general development outlook.
