Commissioner of Audit, Ho Veng On, attended the XXII Congress of International Organization of Supreme Audit Institutions

At the invitation of China National Audit Office (CNAO), the Commissioner of Audit, Ho Veng On, as a member of China Delegation headed to Abu Dhabi, the capital of the United Arab Emirates (UAE), to attend the XXII Congress of International Organization of Supreme Audit Institutions (INTOSAI) from 5 to 11 December. During the congress, the Auditor General of CNAO, Liu Yiayi, hosted the 68th Meeting of the INTOSAI Governing Board, and delivered an opening speech and the chair’s report. As an outgoing chair, he reported the execution of responsibility for his 3-year term of office and the work of managing the operation of INTOSAI, and also handed over the INTOSAI gavel to the President of the UAE State Audit Institution, Harib Al Amimi.

In the opening speech, Liu Yiayi expressed that strengthening international cooperation to promote common development and achieve mutual benefit and a win-win situation has been the important experience for INTOSAI in the course of development for more than 60 years; also it is the essential way to lead the future development of INTOSAI. He expected that INTOSAI would continue to make progress under the direction of leadership, while the worldwide Supreme Audit Institutions would actively encourage their countries and regions to improve the efficiency, accountability, effectiveness and transparency, and to make better use of public resources in order to bring benefits to the people and realize the sustainable development. CNAO will constantly provide support to INTOSAI so that it can play an increasingly active and vital role in the international stage, and become a model of international organization with a view to realizing its value as much as possible.

Apart from examining the related report, the XXII Congress also particularly discussed two themes which has close connections with the current global situation: “How INTOSAI can contribute to the United Nations’ 2030 Agenda for Sustainable Development, including good governance and strengthening the fight against corruption”, and “Professionalization: what can promote INTOSAI's credibility to become a more prominent international organization”. The representatives from countries proactively shared their views on these topics. After finishing the discussions on 11 December, the Congress voted and passed the “Abu Dhabi Declaration” which represented the latest outcome of the INTOSAI Congress.

Proactively adhering to the concept of auditing as a booster for good governance in “Beijing Declaration”, the Commission of Audit of Macao (CA) has seriously studied at both theory and practice level over the past three years. In 2013, CA organized a meeting in Macao with the members of the Supreme Audit Institutions of the Community of Portuguese Speaking Countries (OISC/CPLP) to exchange views on strengthening audit practice and personal training. In June this year, the Auditor General Liu Yiayi was invited to Macao to give a thematic lecture on “How to fully play the role of national audit” to the civil servants and members of communities for deepening their understanding of government auditing. Meanwhile, CA has made effort to build the strength of audit team and faithfully perform the duty of auditing supervision, in order to further fulfill the central function of audit in government supervisory system.

During the XXII Congress of INTOSAI, the Commissioner of Audit Ho Veng On participated in the general and thematic sessions. At the same time, he expressed gratitude to the Auditor General Liu Yiayi for the support and assistance offered by CNAO over the years; he also met with the Under-Secretary-General of the United Nations, Wu Hongbo, and the representatives of OISC/CPLP.
