In order to strengthen the professional knowledge of the staff in construction works management and to raise the audit quality in that area, the Commission of Audit (CA) held a training course entitled "Theories and Practices of Construction Management" with the Macau Society of Registered Auditors (MSRA), which took place on the 21st and 22nd of February. The course was taught by Mr. Jiang Hongbin, a partner of PricewaterhouseCoppers Consulting (Shenzhen) Co., Ltd. in Beijing, and Ms. Lin Yue, senior manager of the company, in which they shared themes related to the risks of large projects of infrastructure. The course was attended by 40 CA staff and 8 people from the Land, Public Works and Transport Bureau, Infrastructure Development Office and Transportation Infrastructure Office.
The instructors presented themes on the audit of the management framework of construction works, introduction of cost control by the construction industry, duration and progress, quality and risk by showing real examples and carried out an in-depth analysis on the practical management aspects of the construction projects. The topics related to the key clauses of the "Conditions of Contract for Construction" (commonly known as "The Red Book") developed by FIDIC in relation to civil construction and the "Client/Consultant Model Services Agreement" (commonly known as "The White Book ") were also elaborated. In the course, they analyzed specific cases about how effective management was carried out by inexperienced and unskillful client body.
During the course, the Commissioner of Audit, Ho Veng On had a meeting with the President Cheung Pui Peng Grace and the Vice-President Vong Hou Piu of MSRA, and the instructor Jiang Hongbin, in which they exchanged views on viable solutions to strengthen skills of the audit staff of the commission.
The CA is committed to strengthen the technical capacity of its audit team by providing clear and specific training courses to deepen professional knowledge. The present course on management of construction works aims to improve and better implement the inspection duties.
