At the invitation of China National Audit Office (CNAO), the Commissioner of Audit, Ho Veng On, as a member of China Delegation, headed to Moscow to attend the XXIII Congress of International Organization of Supreme Audit Institutions (INCOSAI) from 23 to 28 September. During the congress, he accompanied Auditor General of CNAO, Hu Zejun, to have a working meeting with the heads of national audit institutions and exchanged opinions on the management and development of audit institutions.

The International Organization of Supreme Audit Institutions (INTOSAI), which was founded in 1953, is an autonomous, independent and nonpolitical organization and it aims to promote the development and transference of audit knowledge, improve government auditing worldwide and enhance the professional capacity, the status and the influence of the member Supreme Audit Institutions (SAIs) in their respective countries. The INCOSAI is held every three years, 615 representatives from 194 member countries took part in this Congress. At the inauguration ceremony, the President of Russia, Vladimir Putin, delivered a speech in which he noted that the Russian Federation is endeavoring to develop and implement the national projects in order to improve and upgrade the quality of life of their citizens.

The two themes discussed in this Congress were "Information technologies for the development of the public administration" and "The role of the Supreme Audit Institutions in the achievement of the national priorities and goals". Audit General Hu Zejun, as the President of the first theme, presided over the discussion of topics and co-chaired the discussion of the “Moscow Declaration”, the outcome document of the Congress, with INTOSAI President Alexei Kudrin and Secretary General Margit Kraker. At the same time, as the Secretary General of the Asian Organization of Supreme Audit Institutions (ASOSAI), she reported on the working situation of ASOSAI to the Congress.

During the Congress, Hu Zejun also gave a keynote speech in the INTOSAI and the United Nations Anti-corruption Seminar, and participated in the meeting with the representatives of the audit institutions of BRICS countries, and the meeting with the heads of the audit institutions of China, Japan and Korea; besides, Hu Zejun had bilateral meetings with the Auditors General from 10 countries, such as the United State of America and Pakistan, and signed cooperation documents with the SAIs of Turkey and two other countries.

For many years, CA has actively followed the vision and the professional working guidelines of INTOSAI, and has explored carefully both on theoretical and practical aspects in order to strictly perform its supervision function and effectively promote good governance by audit.

During the XXIII INCOSAI, Ho Veng On attended various conferences and theme conferences, and expressed his gratitude to Auditor General Hu Zejun for the signing of the “Cooperation Memorandum” between the IT Center of CNAO and CA. Ho Veng On indicated that CNAO has provided strong support for CA work for many years, including staff training and system development. Since the Budget Framework Law was promulgated and come into effect, the Auditor Office (Macau version) used for many years needs to be upgraded, and the relevant technical work is properly planned and executed as scheduled with the assistance of IT Center; this not only improves the efficiency, but also develops new functions and has shown the effective implementation of informatization construction in the field of audit.
