Release of the performance audit report “Effects of Previous Audit Reports – Subsidies Granted by Macau Foundation to Associations”

The Commission of Audit (CA) released the audit report of “Subsidies Granted by Macau Foundation to Associations” in June 2012, which provided audit opinions and suggestions on the audit findings related to the approval, disbursement and monitoring of subsidies. In this audit, CA selected audit findings related to the supervision of subsidies to follow up, including “Monitoring the obligation of subsidies recipients to submit activity reports and the imposition of sanctions on violators” and “Follow-up and supervision after granting the subsidies”.

Release of the performance audit report “Operation of Macau International Airport Company Limited”

The Commission of Audit (CA) has released the performance audit report “Operation of Macau International Airport Company Limited”, in which it reviewed the management and operation of the Macau International Airport (hereinafter refer to as “MIA”), and explored whether its management model could properly manage the business it operates and whether it has an effective inspection mechanism to ensure the proper use of public resources invested by the Government of the Macao Special Administrative Region (hereinafter refer to as “MSAR”). This audit reviewed the documents from January 2008 to April 2019, focusing on the major projects carried out at MIA in recent years and the operation and management of MIA by Macau International Airport Company Limited (hereinafter refer to as “CAM”).

Commissioner of Audit Ho Veng On presented the “Audit Report on the General Account 2018” in the Legislative Assembly

The Commissioner of Audit Ho Veng On presented the “Audit Report on the General Account 2018” to the Legislative Assembly today, specifying the main content of financial audit and the aspects that deserve special attention.

Ho Veng On stated that according to the audit result, the 2018 General Account of Macao Special Administrative Region (MSAR) has been prepared in accordance with laws, reflecting, in all material aspects, the execution or operation results of SAR Government in 2018 under the respective adoptive systems, and the financial position as at 31 December 2018. Therefore, the Commissioner of Audit expressed an unqualified opinion on the 2018 General Account of MSAR.

Complementary information on the performance audit report “Recruitment and Selection System for Civil Servants”

The Commission of Audit (CA) released the performance audit report “Recruitment and Selection System for Civil Servants” on 3 September this year, in which CA analyzed the problems in the recruitment and selection system for civil servants from the perspective of law, public administration and the written responses of recruiting departments; the report revealed many deficiencies in the recruitment work led by the Public Administration and Civil Service Bureau (hereinafter refer to as “SAFP” according to Portuguese abbreviation) since the establishment of Macau Special Administrative Region Government. After the publication of the report, SAFP leader publicly stated in the media interviews and discussion programs that he disagreed with the audit report which cited that “the recruiting departments had to assist SAFP in fulfilling its duty” and “SAFP lacked an overall view”; he added that “SAFP could not refuse citizens’ applications for examination” and “there were expenses that could not be avoided”. Since the leader of the auditee publicly expressed his disagreement with the contents of audit report and in order to deepen the public’s correct understanding of government audit work, it is necessary to further explain the specific contents of the audit report to clarify the problems and to avoid continuously spreading the information that deviates from the facts.

Release of the performance audit report “Recruitment and Selection System for Civil Servants”

The Commission of Audit (CA) has released the performance audit report “Recruitment and Selection System for Civil Servants”, which examined the reforms implemented by the Public Administration and Civil Services Bureau (hereinafter referred to as “SAFP” according to Portuguese abbreviation) on the recruitment and selection system for civil servants until October 2018. Through reviewing the situation of the actual execution of the central recruitment regulated by the “2011 recruitment system” and the standardized management of recruitment regulated by the “2016 recruitment system”, CA proposed specific recommendations for improvement.

Release of the special audit report “Light Rail Transit System – the Fourth Report”

The Commission of Audit has released the special audit report “Light Rail Transit System – the Fourth Report”, which revealed that until December 2017, only the civil engineering of the Taipa Line, which is 9.3 kilometers in length, was completed, accounting for 44.28% of the construction works in the phase 1 of the Light Rail Train (LRT), while the Macau Peninsula Line only started the preliminary works of the Barra Station. At the end of 2016, the Transportation Infrastructure Office (hereinafter referred as “GIT” according to Portuguese abbreviation) re-planned the LRT system and set a total of 11 routes for the short, medium and long term. The Taipa Line and the Macau Peninsula Line, as proposed to be built in the LRT phase 1 previously, were scheduled to construct in the short and medium term plan respectively. However, except for the five routes in the short term plan, which were expected to be completed in 2026 at the earliest, the remaining routes in the medium and long term plan do not have a schedule for their completion.

This on-site audit was conducted from March to December 2017, in which mainly examined whether the Cultural Affairs Bureau (hereinafter referred as “IC” according to Portuguese abbreviation) has an effective management system in the required works for the process starting from acquisition of new books to their release for public, whether the books in storage areas are in a good state of preservation, and whether IC sets a suitable standards for the acquisition of books.
