2018/06/19

The Commissioner of Audit, Ho Veng On, visited the Audit Office of Guangdong Province (AOGP) on 14 June and met with the new Director General of AOGP, Lu Rongchun. Both sides exchanged views on the management of government audit works and the auditing deployment in the era of big data, as well as the direction of cooperation in personnel training between the two places.

During the visit in Guangzhou, Ho Veng On and the delegation participated in the work meeting chaired by the Director General, Lu Rongchun. In the meeting, Lu Rongchun cited the speech of President Xi Jinping, delivered in the 1st meeting of the Central Auditing Committee on 23 May, in which Xi Jinping stressed that the audit authorities must meet the requirements of the Communist Party of China Central Committee on audit works, strengthen the coordination of national audit works, improve the allocation of audit resources and ensure the audit work is thorough, rigorous and followed by an accountability mechanism in order to establish a centralized, unified, comprehensive, authoritative and efficient auditing supervisory system, so that auditing can play a better role in the party and the state supervisory system.

Lu Rongchun also elaborated the four demands of President Xi Jinping proposed on March this year, in which he called for Guangdong to take the lead to develop a mechanism for promoting high-quality economic growth, build a modernized economy, pursue opening up on all fronts, and establish a social governance model based on collaboration, participation and common interests. In order to fully play the supervisory and safeguard functions of audit, AOGP included the above guidelines in their key audit works and shared the latest situation with the delegation.

Ho Veng On expressed gratitude to Lu Rongchun for the detailed introduction. Through learning from the experience of Guangdong province, the Commission of Audit (CA) of Macao would enhance the study of audit theories in order to further play the audit’s role as an “elite soldier” and a “sword”. He pointed out that in the past few years, AOGP has always strongly supported CA in many aspects, including the staff training, technical exchange and the computer-aided audit, enhancing the professional knowledge of CA staff and their awareness of the overall situation. Besides, he added that as the development of the Guangdong-Hong Kong-Macao Bay Area is more mature, CA and AOGP must have more opportunities to cooperate and communicate with each other for mutual development and to discuss the suitable cooperative projects, in a bid to better exercise the supervisory function of audit.

In the meeting, both sides also had a discussion on the topics of mutual concern in the auditing field, especially focusing on the management of audit authorities and the latest development of big data technology. The delegation returned to Macao in the afternoon after the visit.
