Performance Audit Report on the Supervision on Attendance of Workers of the Macao Security Force

The Commission of Audit completed the Performance Audit Report on the Supervision on Attendance of Workers of the Macao Security Force, (hereinafter, “the Report”), indicating the deficiencies in the supervision on the attendance and fieldwork of the personnel with Public Security Police Bureau, incoherent supervisory standards and loose supervision.

The audit report has been submitted to the Chief Executive for examination, and was submitted to the Legislative Assembly by the Chief Executive. The citizens may download the full text of the report or come to the Commission of Audit for it during the official hours.

The audit aims at reviewing the internal supervision and control system on the attendance and fieldwork of the personnel with Public Security Police Bureau. The Commission of Audit analyzed whether there is sufficient relevant supervision and control system or strict implementation of such system through document checking and field investigation.

The problems detected in the audit involve the institutional and human factors. With respect to the attendance regime, there exists deficiencies both in regulation observance and effective management, such as lower than statutory office hours every week, defective attendance registration records, and lack of usefulness of the police box, which all demonstrate that the supervisory system needs improvement. The patrol policemen fails to abide by the regulations on changing shifts and resting and supervisory policemen and the superintendent division do not strictly implement the instructions, indicating that the human factors will lead to the malfunctions of the supervisory system.

The Commission of Audit recommended that the Public Security Police Bureau should set up coherent attendance regime in conformity with the regulations. In the long run, electronic police box system shall be adopted so as to make good use of human resources. The coherent and suitable supervision instructions shall be formulated to strengthen the supervision on the personnel doing fieldwork.

In the audit report, Public Security Police Bureau responded that it would improve the attendance recording of the personnel and study adoption of apparatus to record correct inspection time so as to know the attendance of the personnel and strengthen the inspection.
