The Commissioner of Audit, Ho Veng On, met with the Auditor General of the China National Audit Office (CNAO), Hu Zejun, in Beijing yesterday(17 April). Both sides exchanged views on issues, such as further developing the computer-aided audit system, strengthening technical training for auditors, fully playing Macau’s role as a service platform of trade and business cooperation between China and Portuguese-speaking countries, and forging closer ties with audit institutions of Portuguese-speaking countries.

Ho Veng On expressed gratitude for CNAO’s continuous support to the Commission of Audit of Macau (CA) over the years, particularly in personnel training. CNAO allows the registration of CA auditors in some courses and periodically sends experts to teach in Macau in order to share opinion on issues of mutual concern, to establish good communication and cooperation relationship, as well as to enhance professional knowledge of CA auditors and their awareness of the overall situation. In 2011, CA and the Information Technology Center (ITC) of CNAO signed the cooperation agreement. Having the strong support of ITC, CA developed the Auditor Office (Macau version) to drive the audit work of Macau SAR government towards a new milestone. With the implementation of Macau budget framework law, Ho Veng On pointed out that there is a need for the related audit system to be adjusted or upgraded. In order to do this work effectively, he hoped that based on past cooperations, CNAO would provide proper assistance to CA so that the works such as the construction of informatization and personnel training could be continued to reinforce and proceed in an orderly way, with a view to using technology to keep pace with the times and expanding the audit scope.

Hu Zejun welcomed Ho Veng On and his delegation, and sent regards to all CA staff. She indicated that it would help improve audit quality and efficiency by enhancing auditor training and deepening the construction of informatization. CNAO would continue to support all the works conducive to the development of CA, and further promote the stable development of auditing in Macau SAR on the basis of our good exchanges experience in the past. Moreover, CNAO will also support CA in giving full play to its role as a platform for communication with the supreme audit institutions of Portuguese-speaking countries. Hu Zejun also introduced the institutional reform of national audit management and the optimization of audit responsibilities.

The Deputy Auditor General of CNAO, Qin Boyong, also attended the meeting and after that she had a working conference with CA delegation. In the conference, Ho Veng On gave an overview of the latest progress of CA, and hoped that CA can invite the experts of CNAO to share their experience on some important issues. Besides, both sides also had a candid exchange of views on the upgrade planning of the Auditor Office (Macau version), ensuring a smooth upgrade and the efficient implementation of financial audit work.

During the visit, Ho Veng On and his delegation also visited the Hong Kong and Macau Affairs Office of the State Council. They met with the Deputy Director, Huang Liuquan, and introduced CA’s development in audit work, administrative management, personnel training, promotion of audit culture and computer-aided audit, etc.
