In order to strengthen the contact with Guangdong audit counterparts, the Commissioner of Audit, Ho Veng On, led the delegation of the Commission of Audit (CA) to Guangzhou on 22 July, and met with the Director General of the Audit Office of Guangdong Province (AOGP), Ms. He Lijuan. Both sides exchanged the views of the management and technology in government auditing, and discussed the development plans for cooperation between Guangdong and Macau in personnel training.

Ho Veng On and the delegation in Guangzhou participated in the job forum presided by the Director General of AOGP, He Lijuan, to understand the latest features of domestic audit work and to have a detailed exchange especially on the aspects of the mission of audit work, diversification of audit types, management of audit institutions, construction of audit teams and conducting of computer aided audit. The newly appointed Director General, He Lijuan, who has worked over 30 years in AOGP, has had a thorough grasp of the operation and management of audit institutions. She introduced to Ho Veng On and the delegation the current situation of AOGP, and expounded on the idea that audit work stimulates the accomplishment of the strategic blueprint of “Four Comprehensives” suggested by the President, Xi Jinping, as well as the management thought and development process of the important audit work, for example policy-monitoring audit, leader’s economic responsibility audit, computing audit and the building of “Cloud Audit” platform. He Lijuan also introduced a book called “Study on the Auditing Theory of Socialism with Chinese Characteristics” edited by the Auditor General of the China National Audit Office, Mr. Liu Jiayi. In this book, it mentioned “Being a cornerstone and a safeguard in the national rule, national audit is an “immune system” with the functions of prevention, reveal and resistance in the large system of national governance.”, and the theories in it is worth learning and referring. She expected that audit institutions in Guangdong and Macau will share their practical experience and theoretic opinion without reservation, so as to promote the good performance of audit work.

Ho Veng On expressed appreciation for the continuous support from AOGP, which has provided experience and information of mainland China to CA, especially on the auditing processes. During the past several years, CA had sent personnel to attend the professional training courses hosted by AOGP many times. For constructing and exploiting the system of audit file management, CA also sent personnel to observe and learn the operation procedure of AOGP in order to perfect the specific details in the system. Through this visit and exchange, we are looking forward to a closer interaction between both audit departments on the basis of previous collaborations, and believe that the valuable experience from Guangdong can be as a reference by which CA will fulfill the audit responsibility much better.

During the visit, the delegation of CA also met with the Director General of the Hong Kong and Macao Affairs Office of the People’s Government of Guangdong Province, Mr. Liao Jingshan, to introduce CA’s working situation and the development plans, and also the cooperation with Guangdong Province in the field of audit.
